With the expansion of primary care services at Liberty Resources, the Brownell Center will now be part of Liberty Resources Integrated Health Care. Liberty Resources Integrated Health Care provides behavioral health counseling and medication management for children, adolescents, and adults along with primary care for adults (children and adolescent services to be available in the future).
Liberty Resources Behavioral Health team is composed of licensed therapists (social work, marriage and family therapy, mental health counseling, addiction specialists); psychiatrists; psychiatric nurse practitioners; family practice nurse practitioners, and a skilled team of customer service staff. We are a training center of excellence for students at Syracuse University and Upstate Medical Center. Our multidisciplinary approach assures that treatment services are integrated and coordinated with primary care physicians. Our holistic approach to treatment incorporates wellness and the notion that physical health is often impacted by emotional health.

Services include individual, family, and group psychotherapy for children, adolescents, adults, and families. Admitted clients engaged in psychotherapy who have an identified need are also eligible for psychiatric evaluation, medication management (including injectable medication), and case management. Crisis intervention services and 24/7 crisis support are also available to Behavioral Health clients.
Under the direction of Medical Director Dr. David Kang, M.D. and Vice President of Integrated Clinic Services Kimberly Langbart, LCSW, Liberty Resources Behavioral Health employs a number of evidence-based practices including Dialectical Behavior Therapy (DBT), Cognitive Behavioral Therapy (CBT), Trauma-Focused CBT (TF-CBT), and The Seven Challenges program for adolescents substance use disorder treatment.
Our staff includes trained addiction professionals whose work is medically supervised by a licensed psychiatrist and deliver services using person-centered and recovery models, in coordination with many other Liberty Resources community, residential, and family care services.
For new clients, we offer a limited number of walk-in appointments with an intake therapist Monday through Friday, starting at 8:00 am (with the exception of holiday weeks). Slots are filled in a first come, first served manner.
When you walk-in seeking services, please bring:
- your insurance card
- photo ID
- a list of any medications that you are currently taking
- the name of your primary care provider
- money for co-pay if required by your insurance
Our intake appointments require paperwork and insurance verification, so please plan to be here for approximately 3 hours if you are given a same-day appointment.
If you are seeking services for a child, the child must be present and needs to be accompanied by their legal parent or guardian.

Over the past 10 years, Liberty Resources’ Brownell Center for Behavioral Health, an Article 31 Outpatient Clinic licensed by the New York State Office of Mental Health (OMH), has grown into a state-of-the-art facility and expanded capacity from serving approximately 300 clients to more than 1,500 annually. The largest provider of outpatient mental health services in the region, Liberty Resources offers telepsychiatry services and operates satellite clinics in Fulton, NY (Oswego County); Oneida, NY (Madison County); Rochester, NY (Monroe County) and in many local school districts.
In December 2007, in order to preserve the much needed services provided by Onondaga Pastoral Counseling Center (OPCC), the New York State Office of Mental Health (OMH) approved the reassignment of OPCC’s license to Liberty Resources. The Clinic was renamed the Brownell Center for Behavioral Health to honor retired Onondaga County Mental Health Commissioner David Brownell who was a strong advocate for maintaining clinic capacity for the underserved in our community.
The newly rebranded Liberty Resources Integrated Health Care clearly reflects the affiliation with the parent agency and the wide array of human services Liberty Resources provides the Central New York community. In 2017, Liberty Resources Integrated Health Care is projected to serve more than 1,700 adults, children, and families in the Syracuse community with mental health diagnoses and substance use disorder. A federal SAMHSA grant has allowed Liberty Resources to expand capacity and access to primary care services, as well as increase early identification and intervention of chronic health conditions, promote health education and prevention, and ultimately improve the overall health of children and adults with mental illnesses.
