We help individuals, families, and children by providing professional mental health and psychiatric treatment. Through marriage and family counseling, we also provide solace and support to those impacted by turmoil in the family system.
Brownell Center for Behavioral Health team is composed of licensed therapists (social work, marriage and family therapy, mental health counseling); psychiatrists; psychiatric nurse practitioners; nurses; a family practice nurse practitioner and a skilled team of customer service staff. We are a training center of excellence for students at Syracuse University and Upstate Medical Center. Our multidisciplinary approach assures that treatment services are integrated and coordinated with primary care physicians. Our holistic approach to treatment incorporates wellness and the notion that physical health is often impacted by emotional health.
We offer walk-in hours between 8:30am and 12:30pm, Monday through Thursday. We have a limited number of openings each day, and offer appointments on a first come, first serve basis. It is recommended that you arrive first thing in the morning, if possible. When you come in, please bring your insurance card, ID, a list of any medications that you are currently taking, the name of your primary care provider, and co-pay if required by insurance.
The whole process may take several hours as there is an intake packet to complete, insurance coverage is verified, and the intake appointment is an hour in length. If you are bringing a child, they will need to be accompanied by their parent or legal guardian, and need to be supervised at all times. Unfortunately, there is no guarantee that you will be seen that day, and we may ask you to return another day based on our availability.

The Brownell Center for Behavioral Health, an Article 31 Outpatient Clinic licensed by the New York State Office of Mental Health (OMH), is the largest provider of outpatient mental health services in Central New York. Using a number of evidence-based practices, Brownell Center provides individual, family, and group therapy; co-occurring substance abuse and mental health treatment; psychiatric evaluation; and medication management services to adults, children, and families. Led by Dr. David Kang, M.D. (Medical Director) and Kimberly Langbart, LCSW (Clinic Director), clinicians deliver treatment services at the main clinic in Syracuse, at satellite clinics in Oswego, Oneida and Monroe counties, and within 12 Syracuse City School-Based Clinics.
In December 2007, in order to preserve the much needed services provided by Onondaga Pastoral Counseling Center (OPCC), the New York State Office of Mental Health (OMH) approved the reassignment of OPCC’s license to Liberty Resources. The Clinic was renamed the Brownell Center for Behavioral Health to honor retired Onondaga County Mental Health Commissioner David Brownell who was a strong advocate for maintaining clinic capacity for the underserved in our community. Since that time, Brownell Center moved into a state-of-the-art facility and has grown in capacity from serving approximately 600 clients to more than 2,600 annually. The largest provider of outpatient mental health services in the region, the Brownell Center now operates satellite clinics in Fulton, NY (Oswego County); Oneida, NY (Madison County); Rochester, NY (Monroe County) and in 12 Syracuse City Schools. Brownell uses technology such as an electronic medical record, telepsychiatry and secure communications to deliver high quality services and to ensure care coordination with other community providers.
Brownell Center employs a number of evidence-based practices including Dialectical Behavior Therapy (DBT), Cognitive Behavioral Therapy (CBT), and Trauma-Focused CBT (TF-CBT). Services include individual, family, and group psychotherapy for children, adolescents, adults and families. Admitted clients engaged in psychotherapy who have an identified need are also eligible for psychiatric evaluation, medication management (including injectable medication), and case management. Crisis intervention services and 24/7 crisis support are also available to Brownell Center clients. Brownell staff deliver services using person-centered and recovery models.
