Liberty Resources breaks ground on 3,000-square-foot expansion at Fulton clinic

FULTON, NY — Liberty Resources marked the start of a 3,000-square-foot expansion at its Fulton Integrated Center with a groundbreaking ceremony on Thursday, July 16.

Funded through a grant from the New York State Department of Health’s Statewide Health Care Facility Transformation Program IV, the expansion will add new clinical spaces to the agency’s Fulton location, increasing patient capacity in Oswego County for behavioral health services.

The additional space will be used to provide services tied to its recent designation as a Certified Community Behavioral Health Clinic (CCBHC), including comprehensive mental health and outpatient substance use disorder treatment, crisis intervention and 24/7 crisis response, psychiatric rehabilitation, peer and family support services, case management, and coordination of services for Veterans and members of the Armed Forces.  The agency also plans to offer walk-in assessments and same-day appointments to ensure timely access to care. CCBHCs are an innovative care model administered by the Substance Abuse and Mental Health Services Administration (SAMHSA). Construction is scheduled for completion this winter.

“We’re committed to making in-person care more accessible for Oswego County residents, and this expansion as well as our designation as a CCBHC plays a key role in that effort,” Kelli Harris, Liberty Resources’ Chief Executive Officer. “By growing our Fulton Integrated Health Center, we can better meet the community’s evolving needs and strengthen local systems of care through accessibility.”

Liberty Resources opened the Fulton Integrated Health Center in 2008 and moved into its current location in 2020 to help meet the growing needs for behavioral healthcare services.  The Fulton location also provides primary care services as a Federally Qualified Health Center (FQHC). Liberty Resources also has integrated health centers in Syracuse, Rochester, and Oneida.  The Syracuse location was awarded CCBHC and FQHC statuses in 2023.
