Liberty Resources was founded on two ideals—that everyone deserves to live their best-possible life and that they also deserve to be treated with dignity, no matter their financial ability, or circumstances. We believe that high-quality healthcare, behavioral healthcare, and social support should be delivered in a way that best serves the patient. Founder and President of Peloton, LLC, possessing a robust background in business leadership and consultancy, focusing on strategic management, financial analysis, and operational optimization. He has over two decades of extensive engagement with Fortune 500 companies while also fostering the growth of emerging startups. Dan’s expertise lies in navigating complex business landscapes and driving sustainable success through innovative approaches and sound decision-making.

Scott P. Gucciardi

BOARD Member

Senior executive and entrepreneur with 25 years of experience in the global medical-device and health information-technology-solutions businesses. Before this, he was president of EagleDream Health.

Daniel J. Manning

BOARD Member

Architect and president of DM Architectural, DPC. The firm is experienced in residential, green technology, retail, adaptive reuse, renovation, construction-observation services, and historic-restoration projects.

Nancy Mudrick, Ph.D.

BOARD Member

Professor Emerita of the School of Social Work at Syracuse University. Has directed or contributed to federal grants to train mental health and child welfare professionals. Has published research on disability issues involving health care access and civil rights, employment, and child welfare and disability policies.

Dr. Lawrence Stewart

BOARD Member

Practicing at Eye Surgeons of Central New York. Received his medical degree and residency training in ophthalmology at SUNY Upstate Health Science Center.

Elliot Boyce

BOARD Member

Retired from the New York State Police as the Director of the Employee Assistance Program (EAP), he served for over 35 years with the State Police. He has extensive experience in Trauma-Informed Policing, Criminal Investigations, Bias Crime Investigations, Crisis Negotiations, and Recruitment. He currently serves as the President of Diverse Perspectives, LLC, a law enforcement and healthcare consulting firm.

Kelli Harris

Chief Executive Officer

Kelli was appointed Chief Executive Officer in 2025. She first joined Liberty’s executive team in 2018 as Chief Financial Officer, where she played a strategic role in the overall management of the company. Her responsibilities included planning, implementation, leadership, and oversight of all financial matters.

Kelli has more than 23 years of experience in the healthcare industry and previously served as chief financial officer at Crouse Health in Syracuse. Kelli holds a bachelor of business administration and accounting from Niagara University and holds a master of business administration from the Whitman School of Management, at Syracuse University. Kelli resides in Cicero with her husband and their three children.

Michael Madigan

Chief Financial Officer

Mike joined Liberty Resources in 2025, bringing over 20 years of senior financial leadership across a wide range of companies from large international operations to publicly traded companies. In his role, he is focused on strengthening our financial foundation and driving the continued advancement of our organization.

Mike has led global finance functions, executed multiple strategic acquisitions, and drove significant operational efficiencies. He also has a strong background in operational finance, forecasting, treasury management, compliance, and organizational growth.

Carrie Doran

Chief Operating Officer

Carrie has more than 25 years of business experience in a variety of industries and has been with Liberty Resources since 2005. Currently, she leads the organization in the role of chief operating officer, providing strategic direction and oversight for all program operations activities and strategic initiatives of the company and providing oversight of the administrative infrastructure (HR, QA, IT, Business Intelligence, Marketing).

Kortney Dale

VP, Child & Family Services

Kortney began employment with Liberty Resources as an MST therapist, in 2006. Her passion for providing quality services to families, along with developing and cultivating leadership skills in employees, paved the way for several leadership roles, leading to her current role of Family Services vice president. Kortney earned a bachelor of arts in psychology and a master of social work from Syracuse University, where she stays connected to the School of Social Work as a visiting seminar instructor/facilitator. Kortney also serves on the board of trustees at Contact Community Services. Kortney currently resides in Charlotte, North Carolina, with her husband and children.

Marta Durkin

VP, Behavioral Healthcare

Marta is a Licensed Master Social Worker with more than 20 years of experience in developing a variety of specialty services to individuals with complex behavioral health issues. She received her bachelor of science in social work from Syracuse University and received her master of social work from Columbia University. Marta came to Liberty Resources in 2008 as a director and assumed her role as vice president of Behavioral Healthcare in 2010. She oversees the operations and development of an array of peer-driven, community-based, and residential services. Before joining Liberty, Marta spent a decade managing a variety of behavioral health clinics and prevention programs throughout New York City.

Angela Ball

VP, Administration

Angela Ball serves as Vice President of Administration and Corporate Compliance Officer at Liberty Resources. With over 15 years of experience in healthcare quality and operations, she has held leadership roles at SUNY Upstate Medical University Hospital, Tully Hill Treatment & Recovery, and St. Camillus Health and Rehabilitation Center. Angela is a Certified Professional in Healthcare Quality and has earned recognition through awards such as the Norman E. Whitten Award. She holds a Master’s degree in Health Care Administration from Utica College and a Bachelor’s in Cultural Anthropology from SUNY Oswego.

Steve Russell

VP, Disability Services

Steve has been working at Liberty Resources in the Developmental Disabilities division, since 1997. After receiving an undergraduate degree in anthropology from SUNY Potsdam, he found his way to Liberty Resources, starting as a residence counselor in a group home in Munnsville, New York. This experience, and development work in day services and housing, prepared him for his current role as the vice president of the division. Steve has a master of arts in public administration from the Maxwell School of Citizenship and Public Affairs, at Syracuse University. In his spare time, he enjoys working with the Fayetteville Manlius Little League, mountain biking, and any time outdoors. Steve resides in Fayetteville, New York, with his wife and three children.

Laura Zaferakis, M.S., Spec.Ed., CAS Ed.A.

VP, Early Childhood Liberty POST

Laura has been working in Special Education for more than 27 years and in Early Intervention and Preschool for 22 of those years. Laura became the vice president of Liberty POST in January 2019. Before this, Laura was the Syracuse regional program director for 10 years and became the director of school administration in 2014. Laura holds a bachelor’s in early-childhood development, a master of special education, and a CAS in Educational Leadership/School Administration. She is also an adjunct instructor in the School of Education at Syracuse University. Laura sits on several professional committees and organizations, including the NAEYC, the LEICC, the Preschool Coalition, and several special-interest groups in the area.

Melissa Jillson, LMSW

VP, Clinic and Community Services

Melissa Jillson is a Licensed Master Social Worker and has been working in the field of human services since 2004. Most recently Melissa assumed the role of Vice President of Clinic and Community Based services and oversees the operation and development of the Integrated Healthcare Clinic, Adult and Children Health Home Care Management, and Adult Home and Community Based Services. Melissa received her Bachelor of Science in Psychology from SUNY Cortland and her Master’s in Social Work from Syracuse University. She has successfully designed and executed the start-up up several programs vital to the community including community-based residential, crisis stabilization and peer based services, for individuals with complex behavioral health issues. Melissa is well versed in budget planning and oversight, contract management, and in engaging external stakeholders to support new community based initiatives.
