STRENGTHEN YOUR CHILD & FAMILY
Child & Family Treatment & Support Services (CFTSS) are mental health and substance use services that empower youth under age 21 and their families with the power to improve their well-being and quality of life. The goal is to strengthen families and help them make informed decisions about their care.
These services are available in Onondaga County.
Why should youth enroll in our CFTSS programs?

Emotional Support: Help managing anxiety, sadness, anger, or other strong emotions.

Behavioral Challenges: Support for youth struggling with impulsivity, focus, or disruptive behaviors.

Social Skill Building: Guidance for making friends, improving communication, and navigating relationships.
- Coping with Trauma or Grief: Compassionate care for youth who’ve experienced loss, trauma, or major life changes.
- School Success: Help with adjusting to school, managing stress, or improving behavior in the classroom.
- Daily Life Skills: Coaching on routines, self-care, and independence.
- Goal Setting and Motivation: Encouragement and structure to help youth set and achieve personal goals.
- Flexible, In-Home Services: Support that meets youth where they are—at home, in school, or in the community.
Youth Skill Building (Psychosocial Rehabilitation or PSR)
Youth Skill Building (also known as Psychosocial Rehabilitation or PSR) is a service that provides interventions and support to help children enhance their skills across different environments and help manage the behavior concerns that are present. The goal is to learn a variety of skills personalized to your child’s needs and apply them to foster connections inside the community.
This service can co-occur with any other individual therapy services through a private practice or a non-CCBHC clinic that the child may be receiving and does not include medication management services.
Licensed Practitioner of the Healing Arts
All families referred to CFTSS will receive an evaluation with a clinician to help caregivers decide which of these services below may be the most beneficial for their family.
Other Licensed Practitioner (OLP)
Other Licensed Practitioner (OLP) Services connects you with an in-home therapist to help you identify the why behind your child’s behaviors at school, in home, and in your community. Caregivers and youth will have a better understanding of the triggers to their different behaviors, whether it be emotional, trauma-based, or mental health symptoms. The goal is to decrease behavior concerns and improve functioning level for youth and their family systems.
This service can co-occur with any other individual therapy services through a private practice or a non-CCBHC clinic that the child may be receiving and does not include medication management services.
Community Psychiatric Supports & Treatment (CPST)
Community Psychiatric Supports & Treatment (CPST) help you identify how to manage the behavior concerns that are present. Our team will help you with safety planning, skill development, psychoeducation, and improving family and interpersonal relationships. The goal is to help children practice and apply skills that will help them to be successful in different environments.
This service can co-occur with any other individual therapy services through a private practice or a non-CCBHC clinic that the child may be receiving and does not include medication management services.

Grievance Procedures
Children’s Community Services and Supports (CCSS) Grievance Procedures
Liberty Resources will make every effort to resolve any concerns that may arise while your child is receiving services from the CCSS program. Any individual who feels their rights, or their child’s rights, have been violated; confidentiality breached; or had services provided in an ineffective or inappropriate manner are encouraged to file a grievance.
The following guidelines should be followed for resolution:
- Communicate all concerns with your child’s service provider. If your concern is about a provider, please request to speak with the Children’s Community Support Services Program Director.
- If your concern is not resolved to your satisfaction, please contact the Family Services Division Director or Vice President.
Liberty Resources is committed to working with you for resolution of all issues. You should expect a reasonable and appropriate agency response to grievances and should feel assured that any complaint made will not result in discrimination or reprisal, nor interfere with the continuation of CFTSS services.

If your concerns are not resolved to your satisfaction, you maintain the right to also file a complaint with the NY State Office of Mental Health by calling: 1-800-597-8481. Any concerns about abuse or neglect by CFTSS providers, can be reported to the NY State Vulnerable Persons Central Register hotline at 1-855-373-2122.
