Program Description

The Family Foster Care Program is a therapeutic foster boarding home program that provides clinical, case management, skill building, independent living and foster parent services for children who are emotionally disturbed.  Many of the youth accepted into this program are at risk for a higher level of care.

Most referrals to the program come from the Onondaga County Department of Social Services. Typically, referrals are made for those youth that are close to being placed at a residential or critical care facility (RTC or RTF), or who have been discharged from a residential facility and may be transitioning back into the community.  Onondaga County Probation and the Office of Children and Family Services may also place youth in the program. 

In addition to providing services to children, Liberty Resources recruits and certifies the foster families with whom these children are placed.

Program History

Liberty Resources began providing foster care services to children and families in 1995. The program began with the certification of two families as therapeutic foster parents. The program now maintains twelve certified foster homes allowing over twenty children to receive these specialized services.

Scope of Services

This program is designed to provide clinical and case management support to children, their biological families and the foster families who participate in the program. The program goal is to provide the level of care and support which would enable children to be successful in a community-based setting. The primary purpose of the program is the prevention of institutionalization for these children.

Master’s level Social Workers offer home-based individual and family counseling to children and their families, as well as intensive support to the foster families. In addition, case management services are provided in an effort to coordinate all services. The program also utilizes full time Youth Specialists who access local resources in order to provide treatment-specific recreational activities for the children and respite for the foster parents.

In addition to treatment and case management services, other components of the Family Foster Care Program include:

  • a foster parent training group that meets monthly;
  • group activities, such as picnics, Thanksgiving dinner and other group recreational experiences.
